Representative Elkins a native of Houston, Texas and attended Southwestern Assemblies of God University in Waxahachie, where he earned a BS in Practical Theology. Representative Elkins worked in real estate before starting his own business, Personal Credit Corporation. Currently he resides with his wife, Julie, in Houston. Representative Elkins has served the Texas House of Representative since 1995.
